    PRESERV: Preservation Services for OAI-Compliant Repositories

    The OAI-PMH has become the de-facto standard for exposing metadata. In the PRESERV project we have explored new models for enabling thedigital preservation of and long-term access to content in Institutional Repositories (IRs). We envision digital preservation being achieved through simple preservation services working with standards-based, interoperable repository software. As support for the OAI-PMH matures so repositories are providing more robust mechanisms to access their content through OAI, e.g. community standards for using Dublin Core, support for METS or DIDL. Based on this, we have developed an exemplar File Format Profiling tool in the Registry of Open Access Repositories (ROAR), utilizing OAI and PRONOM DROID. PRONOM-ROAR is a first step to preserving digital content through simplifying content file format management for IR Managers by providing file format profiles and alerts

    The Open Research Web: A Preview of the Optimal and the Inevitable

    The multiple online research impact metrics we are developing will allow the rich new database , the Research Web, to be navigated, analyzed, mined and evaluated in powerful new ways that were not even conceivable in the paper era – nor even in the online era, until the database and the tools became openly accessible for online use by all: by researchers, research institutions, research funders, teachers, students, and even by the general public that funds the research and for whose benefit it is being conducted: Which research is being used most? By whom? Which research is growing most quickly? In what direction? under whose influence? Which research is showing immediate short-term usefulness, which shows delayed, longer term usefulness, and which has sustained long-lasting impact? Which research and researchers are the most authoritative? Whose research is most using this authoritative research, and whose research is the authoritative research using? Which are the best pointers (“hubs”) to the authoritative research? Is there any way to predict what research will have later citation impact (based on its earlier download impact), so junior researchers can be given resources before their work has had a chance to make itself felt through citations? Can research trends and directions be predicted from the online database? Can text content be used to find and compare related research, for influence, overlap, direction? Can a layman, unfamiliar with the specialized content of a field, be guided to the most relevant and important work? These are just a sample of the new online-age questions that the Open Research Web will begin to answer

    Preservation for Institutional Repositories: practical and invisible

    With good prospects for growth in institutional repository (IR) contents, in the UK, due to the proposed RCUK policy on mandating deposit of papers on funded work, and internationally due to the Berlin 3 recommendation, it is timely to investigate preservation solutions for IRs. The paper takes a broad view of preservation issues for IRs - based on practice, experience and visions for the future - from the perspective of Preserv, a JISC-funded project. It considers preservation in the context of IRs. Based on the OAIS preservation model, an architecture is proposed to support distributed preservation services for IRs. Work performed so far involves adapting the IR user deposit interface in a pilot version of EPrints software for building IRs, and determining accurate file format information using Pronom software. The paper looks ahead briefly at the role of preservation service providers, working for the IR, within this architecture. The strategy is to take practical steps that are, as far as possible, invisible to all but those concerned with the preservation process for IRs

    Digitometric Services for Open Archives Environments

    We describe “digitometric” services and tools that add value to open-access eprint archives using the Open Archives Initiative (OAI) Protocol for Metadata Harvesting. Celestial is an OAI cache and gateway tool. Citebase Search enhances OAI-harvested metadata with linked references harvested from the full-text to provide a web service for citation navigation and research impact analysis. Digitometrics builds on data harvested using OAI to provide advanced visualisation and hypertext navigation for the research community. Together these services provide a modular, distributed architecture for building a “semantic web” for the research literature

    To date many institutional repository (IR) software suppliers have pushed the IR as a digital preservation solution. We argue that the digital preservation of objects in IRs may better be achieved through the use of light-weight, add-on services. We present such a service – PRONOM-ROAR – that generates file format profiles for IRs. This demonstrates the potential of using third- party services to provide preservation expertise to IR managers by making use of existing machine interfaces to IRs

    The Institutional Repository route to Open Access: implications for its evolution

    Open access to peer reviewed journal articles is one of the key messages of the current global movement that is changing the paradigm of scholarly communication. Creating open access journals is one such route and creating institutional repositories containing author generated electronic text is another complementary alternative. In the UK, the FAIR (Focus on Access to Institutional Resources) programme of research is based on the vision of open access. Experiments in setting up an institutional repository for academic research output at the University of Southampton have emphasized that the institutional repository agenda is broader and that academic needs may dictate a more expanded database model than the pioneering discipline based e-Prints archive known as ‘arXiv’. The institution is represented by a broad range of publication types including, but not exclusively, peer reviewed journal articles and the different disciplines have evolved different recording practices. Full text deposits may provide the opportunity for added value elements – e.g. enhanced diagrams, additional data or presentations – if the database provides the capability. The repository may provide the building blocks for effective management of collaborative e-research. Academic institutions that impose research reporting in an institutional repository require full recording of publications including those where obtaining full text is difficult or inappropriate. A practical route is, therefore, to develop an institutional repository which is ’hybrid’ – containing both records and full text where achievable. In this scenario, the technical and management issues eg authentication and quality assurance of the metadata generation may become more complex. However, the full text element can grow as the practice becomes more natural within the recording process and as copyright restrictions ease. In the UK, several factors including the Research Assessment Exercise and citation impact measures based on increasing open access could also help encourage this change. The goal of providing open access to peer reviewed research items may, therefore, come about by a more circuitous but, in the end, more effective route.     Testing the Finch Hypothesis on Green OA Mandate Ineffectiveness

    We have now tested the Finch Committee's Hypothesis that Green Open Access Mandates are ineffective in generating deposits in institutional repositories. With data from ROARMAP on institutional Green OA mandates and data from ROAR on institutional repositories, we show that deposit number and rate is significantly correlated with mandate strength (classified as 1-12): The stronger the mandate, the more the deposits. The strongest mandates generate deposit rates of 70%+ within 2 years of adoption, compared to the un-mandated deposit rate of 20%. The effect is already detectable at the national level, where the UK, which has the largest proportion of Green OA mandates, has a national OA rate of 35%, compared to the global baseline of 25%. The conclusion is that, contrary to the Finch Hypothesis, Green Open Access Mandates do have a major effect, and the stronger the mandate, the stronger the effect (the Liege ID/OA mandate, linked to research performance evaluation, being the strongest mandate model). RCUK (as well as all universities, research institutions and research funders worldwide) would be well advised to adopt the strongest Green OA mandates and to integrate institutional and funder mandates.Comment: 6 pages, 1 table, 4 figure

    Self-selected or mandated, open access increases citation impact for higher quality research

    Articles whose authors make them Open Access (OA) by self-archiving them online are cited significantly more than articles accessible only to subscribers. Some have suggested that this "OA Advantage" may not be causal but just a self-selection bias, because authors preferentially make higher-quality articles OA. To test this we compared self-selective self-archiving with mandatory self-archiving for a sample of 27,197 articles published 2002-2006 in 1,984 journals. The OA Advantage proved just as high for both. Logistic regression showed that the advantage is independent of other correlates of citations (article age; journal impact factor; number of co-authors, references or pages; field; article type; country or institution) and greatest for the most highly cited articles. The OA Advantage is real, independent and causal, but skewed. Its size is indeed correlated with quality, just as citations themselves are (the top 20% of articles receive about 80% of all citations). The advantage is greater for the more citeable articles, not because of a quality bias from authors self-selecting what to make OA, but because of a quality advantage, from users self-selecting what to use and cite, freed by OA from the constraints of selective accessibility to subscribers only.
